On March 18, 2022, Watervliet police detectives, along with the NYS Office of Children and Family Services, responded to a local hospital to investigate a complaint of an assault against an 18-month-old child.

Through investigation, it was determined the child’s injuries were the result of two separate attacks during a two-day period by Matthew M. Foster, who is the boyfriend of the child’s mother. It was also determined the child’s mother, Macy Bourbeau, failed to provide medical care to the child following the assaults. The child was treated at a local hospital and is expected to recover.

On March 22, 2022, Watervliet police detectives arrested Matthew M. Foster, a 26-year-old male from Watervliet (photo attached) and charged him with Assault in the 2nd Degree (Class D Felony) and Endangering the Welfare of a Child (Class A Misdemeanor). Foster was arraigned in Watervliet City Court and remanded to the Albany County Correctional Facility without bail.

On March 24, 2022, Watervliet police detectives arrested Macy Bourbeau, a 20-year-old female from Queensbury (photo attached) and charged her with Endangering the Welfare of a Child (Class A Misdemeanor). Bourbeau was arraigned in Watervliet City Court and released on her own recognizance.
